Marcia L. Taylor
Ms. Taylor is a member of the ICMA (International City/County Management Association), AICPA and PICPA (American and Pennsylvania Institutes of Certified Public Accountants), GFOA (Government Finance Officers Association), and other professional organizations. During her career, she has served on a number of national, state, and local committees for these and other professional organizations.
Ms. Taylor is a frequent speaker for professional organizations and community groups on a wide variety of governmental topics. Marcia has spoken on a number of government-related finance topics for the GFOA at national, state, and local conferences, and at the PICPA Local Government Conference and numerous update conferences. She also has served as an instructor for AICPA governmental courses. She has developed and instructed programs for numerous organizations such as the Local Government Academy, Pennsylvania Bar Institute, township and borough associations, and the Pennsylvania DCED and Auditor General’s Office. Marcia also has contributed articles to publications concerned with improving local government.
Marcia serves as secretary/treasurer for the Local Government Academy, on the board of the Municipal Employer’s Insurance Trust (a health care consortium), and on the program planning committee for the Local Government Academy. She is a graduate of Leadership Pittsburgh, Year XII. Over the years, she has volunteered for a variety of community projects. In 2002, Ms. Taylor was the first recipient of the Joseph A. James Memorial Excellence in Local Government Award from the Southwestern Pennsylvania Commission.
Ms. Taylor has a master of public management degree, summa cum laude, from the H. John Heinz School of Public Policy at Carnegie-Mellon University in Pittsburgh and a BSBA in accounting from Bucknell University, Lewisburg, Pennsylvania.
Ms. Taylor’s current term on the GASB ends in 2015.
